I have confirmed my 1st round counseling and paid both fees online 5880 and and to private college 25000+24510=49510 . Now if i get govt. College after filling 2nd round counseling, then the private college will be refund my full amount or not ?

Yes, the college will have to refund all your fees if you will get a government college in the second round.
